Philip Moore obtained a First Class Honors degree (B.Sc. Hons) in computing with artificial intelligence with the award of a Masters Degree (M.Sc.) in computing (Internet applications) at the University of Central England in Birmingham, United Kingdom. Following the Masters Degree, he has been awarded a Doctor of Engineering degree (Ph.D.) by the Graduate School of Engineering at Fukuoka Institute of Technology, Japan for the development of a novel generic context-processing algorithm for the delivery of personalized services in intelligent context-aware systems. He is a Chartered experienced construction estimator, quantity surveyor, contracts manger. He is professionally qualified and is a full member of The Chartered Institute of Building (MCIOB).

His work addresses intelligent context-aware systems in diverse domains including e-Healthcare (health monitoring systems) and e-Learning with semantic data representation including ontology-based context modeling. His interests include: intelligent context processing, ontology-based context modeling implemented in event-driven fuzzy rule-based systems, the development of data structures for context-aware systems including the use of structured and unstructured data, and semantic representation using cognitive factors and the integration of emotional response and engagement. Additional interests include: the human brain and machine cognition and consciousness as it relates to intelligent context-aware systems and robotics plus implementing context-awareness using evolutionary programming and nature inspired systems.

He is a member of the Elsevier Advisory Panel and is a member of the editorial board of International Journals.  He is a member of the Technological Committee on Computational Psychophysiology (CP-TC) in IEEE SMC Society and has edited computing books and special issues of International Journals. He is Ph.D. examiner, project consultant, and has served as program chair, local organizer, workshop chair, track chair, and a member of technical program committees and reviewer for international conferences and journals. His work has been published in international conference proceedings, journals, Lecture Notes in Computer Science, and books.
